POLICY ON TRANSERS

22 December 2006
The NWPL Commission wishes to clarify its stance on transfers between NWPL Clubs.
In correspondence recently, a Club alleged "that many players/clubs believe that mid season transfers are now acceptable".
The Commission categorically refutes this statement and reenforces the position that Clause 6.10 of the Operations Manual is the fundamental rule, with Clause 6.5 describing the mechanism foe pre-season transfers.
Would you please convey to all NWPL Players and Officials this position.

TRANSFER OF PLAYERS
Background
The matter of transfer of players is covered in Clauses 6.5, 6.10 and 6.11 of the Operations Manual.
-The fundamental and established rule is 6.10...ie a player plays for 1 club per season.
-Rule 6.11 allows the Commission to consider exceptions to Player Eligibility upon application, however this is clearly expressed and intended to be by way of exception only.
-The Commission must apply 6.10, unless an applicant can justify why an exception to rule 6.10 should be made.
Implementation
In considering whether an applicant can justify why an exception should be made, the Commission will have regard to all relevant circumstances including (but not limited to)
• How far the league has progressed into the current season
• How many games the applicant has played in the current season
• Agreement or otherwise of both the losing and gaining Clubs
• Reason for transfer request
• Overall player welfare
• Overall League welfare
The above will be used as guidelines only and all applications will be evaluated on their individual merits.
